If your account is using the Exchange server, all the mail folders should be synced to your Outlook client. If your account is using the IMAP server, not all folders will be synced. WebOutlook lets you rearrange the folders you create in the folder pane. In the Folder Pane, drag the folder to a new location in the folder list.
